Yes. On the login case Turbine.class calls int he following order:
1- data.getAction() (my action)
2- action.sessionvalidator
3- action.accesscontroller
Thus, during my own action, I do not have the ACL information yet.

Yes true.
Depending on the user name (actually his role), I redirect the user to
one page or an other.
