I removed the FreeMarker line to remove the above errors. Still don't know if I need 
it.

To fix this error, I modified the TurbineResources.properties file.

from:
services.TurbineWebMacroService.templates=/templates
services.TurbineTemplateService.template.path=/templates

to:
services.TurbineWebMacroService.templates=/WEB-INF/templates
services.TurbineTemplateService.template.path=/WEB-INF/templates

I presume this should be the default setting ?
