If you are using the TDK that URL won't work.
It depends on the webapps/Root directory in Tomcat 3.2b4 which
wasn't included in the TDK.
There is probably nothing wrong with your TDK installation,
but http://localhost:8080/ won't work.
Do what Cameron suggests, make an application with newapp.bat,
make a database (the TDK is set up for MySQL at present), populate the
db with Turbine fields, the invoke:
http://localhost:8080/newapp/servlet/newapp
and wait about 8 seconds ;>} (hi Jon)
