I am using Turbine in VA with Tomcat. I have no experience with JServ, though.
To use Tomcat in VA follow the instructions in this article:

Now import the Turbine sources into VA in a new project "Turbine".
Import the jar-Files that are needed by Turbine into VA. I put each in its own
project, because it is
better for version control. You need to specify all these projects in the project path
of the class
that starts Tomcat. You can do this by right-clicking the class (StartTomcat in my
case) and choosing
Properties in the context menu. In the following dialog choose "Project Path" and
click on all
checkboxes that are in front of projects needed by Turbine (e.g. webmacro, ecs,
JavaMail, village,
JNDI, castor, JTA, activation, ...).
Run StartTomcat class.
