It is a mindset change from what we are currently doing.

Extension.

It should go within Turbine. Essentially, these objects just need to act as
Singletons and cache data. Perfect uses for GlobalCache as well as Services.
I suspect it will just be a few interfaces and some abstract classes and
then the implementation of those interfaces will come within Scarab.
I do need to sit down and think about how all this is going to work a bit
more though. I just wanted to get the idea out there for discussion.
