It sometimes depends on where you start Tomcat...in other words...what directory you 
are in
when you start tomcat...it is generally relative to the TOMCAT_HOME variable...so it 
sounds
like it just wasn't able to find the properties file correctly...this would show up in 
the
turbine log file.
