turbine/conf/torque is where they live now, i removed them from
the rest of the source.

if you aren't using the TDK then i suggest building yourself
a little stand-alone torque distro. the

./build-turbine.sh torque

will create a ../bin/torque directory that is the directory
that gets zipped. you can just copy this directory some
where and use that. everything you need is inside.

i will probably add separate targets: torque-dist and torque-zip
so you can just take the torque dist directory and do what
you want with it.

whenever the new security branch is merged into the main
tree the turbine-schema.xml will be altered.
