If you are getting started with Turbine and using Tomcat, your best bet is
the TDK ( Turbine Developers Kit ) like Christopher posted. You will have a
running Turbine immediately with the TDK.

Yep in the turbine.log , make sure the TurbineResources entry for
turbine.log and velocity.log can be found by Turbine. In the case of Win32
make the path's to them explicit. Like;
f:\\path\\to\\turbine.log
