I checked in a tld which works with the classes defined in the jsp
service package to implement a layout/navigation/screen arrangement. I
added a new directory to hold the tld. I also added a short
example file which contains a layout and a screen and a couple
navigations. It contains some remnants
of a WM style variable tag, which should probably be ignored. It would
be good to add some links
for a better example.
