OK.  I have found a way to make the Scheduler Service work on turbine startup 
but I am not sure if this is the correct way to do this or if I am bypassing 
another way to do this that is the correct way.

If I change the Scheduler Service init() method to init(ServletConfig config) 
then the service starts on turbine startup.  Is this the way this should be 
done or is there another way to do this?
