You can try the tdk1.1a10 (which hasn't been announced but it's up there)
which has a version of velocity where #macros and #includes are
supported. That's your best bet. Otherwise you have to build turbine
and velocity yourself. Even though the 1.1a10 TDK is still rough
it's probably your best bet.
