There are foreign keys in the turbine-oracle.sql file?
Make sure you are looking at the SQL file that is generated
by Torque. All the other SQL files need to be removed because
they are causing confusion.

If I add build targets to generate all the required SQL as
is done in the TDK can I erase all the non Torque SQL?
I would like to get rid of it once and for all. Then
if there are problems then the Torque mechanism will
get fixed instead of getting patches for SQL that
shouldn't be used.

Yes the Oracle_*.sql files are crap. They should be removed.

If you actually want to fix the Oracle SQL then please look
at the conf/torque/sql/base/oracle templates that are used
to generate Oracle SQL. Patch those! Not the generated SQL.

Please look at the Oracle templates :-) If you fix those it
