I just checked my turbine-pool.jar and it doesn't have it. I got this jar
when I grabbed Cocoon 1.8 code about 2-3 weeks ago. So, does it mean
Cocoon doesn't have the correct version of this jar file? Am I supposed to
get this jar file from somewhere else?

Nope, your distribution of the turbine-pool.jar should include it.
Again, you need to send us a copy of the error for us to be any more help
