It's part of Helm.  Currently, the HEAD doesn't build, so you'd have
to check out the TIGRIS_0_9_2 branch.  If we end up porting to the
Peer system today, it may be much more Turbine-friendly.  I believe
Leonard mentioned in on #turbine today.
