The cheap choice is multiprocessor x86 + 512M or 1G of RAM.
You want some SCSI disks too.
As the OS I would reccomend Debian GNU/Linux. This is by far the most
secure and stable Linux distribution around. It has great package
management and excelent security team responsiveness.
As for the JVM, Use SUN HotSpot Server on SMP machines, and IBM JDK 1.3
on uniprocessors.
