There's the skeleton of a group/permissions system in place.

The original plan was to allow no anonymous contributions, but to allow easy
registration (not done yet), and have multiple "levels" of access.  The
current "levels" (i.e. Groups) are "Admin", "Editor", and "Guest", but I
don't think there are actually any restrictions in place in the current code
(job opportunity!).

I haven't even looked at this, but yes, this would be desired.

In the current code, it actually works a little bit backwards from this.
There's some very nice (but not quite finished, I think) code in the current
code base courtesy of Ronald Jaramillo, which allows you to create a TOC,
and then the browse links are created automatically.

It's still a little rough, and I'm not sure the browse links are even being
created in the current code (though it definetly DID work at one
time...porting to TG 1.0 has broken a few things), but it has great
potential.

(While composing this email, I did a little testing, and the browse links
ARE being created, at least in some cases)

This is one of our design goals, but has yet to be implemented.  We also
want to be able to export in lots of other formats (HTML, PS, CHM?, etc.),
but I think the only format currently supported in a  gzipped tarball.   And
again, I haven't tested that with TG 1.0 yet.
