I think the CogBin should be dropped. I does not add much value above the
cheeseshop. It could probably be replaced by a few PyPI search links in
the documentation. I'm giving this ticket a 2.0 version number now, since
I don't plan to to update the old TG 1 CogBin. If the plans for a tg2
CogBin are not pursued anymore, please close this ticket as "wontfix".
For getting the requirements of an application, look at the
`pkg_resources` API.
