If there's anything that would go well in WebHelpers, by all means,
let's put those functions in there if appropriate. WebHelpers mainly
just has the functions I ported from the Rails helpers, it'd be great
to have a more extensive and "pythonic" set of web helper functions and
I'm completely open to functions from turbogears.util being added as
appropriate.

I'm also copying Django helpers into WebHelpers as well. If there's a
batch of helpers that'd be useful and can be generalized out of
tg.util, let me know which ones so I can plan for how to fit them into
WebHelpers.
