I've been having the externals tracking the versions of thirdparty projects that we specifically support. So, yes, the externals actually do vary in the current scheme. I am certainly open to changing it for convenience of using the repository. I do think it's important that people are generally running the same stuff, even when we're in development on a new major version of the code.
