Why don't we treat them like every other free project?  Using your
terminology: z = minor changes, bugfixes, etc.; y = changes that don't break
the API and are compatible with previously written code; x = we try to keep it
backwards compatible but there might be some changes on the API that require
the user to change the code.

I don't see a reason to worry with old and unmantained code.
