I'm also willing to mentor, be a backup admin, and otherwise help get this proposal written.
Even if we don't end up as a mentoring organization, we can still go GSoC stuff through the PSF, which is what's been done in the past. One thing to mention here is that the GSoC studuents are graduate computer science students, and we need to provide technically challenging enough tasks that it will keep them engaged for the summer. I think something like a PHP my admin replacement (that supports all the SA backends) using DBSprockets would count, and would be very useful even outside of the TG community. SQLAlchemy Migrations support comes from a previous GSoC project mentored by Johnathan. Another task which isn't TG specific would be to improve performance on Genshi. We'd probably want to invite the Genshi folks to mentor someone on this task -- anyone want to ask them if they are interested? We can also provide backup mentors for disappearing mentors...
