Having recently watched (only from the sidelines) Drupal go through the process of setting up an association, I'd agree with you about being a bit small at this stage. It is a huge undertaking (always bigger than anyone expects), and I don't think the TG community is large enough to support that amount of effort without it hurting most other aspects of the TGs development. Drupal probably had hundreds of times more resources (or potential resources) available for that kind of thing when they decided to start an association.
