Pluggable means that you can easily use the Webmail component in your own TurboGears application, for example by importing it's root controller and mounting it somewhere in your application (for an example of this approach, look at the "TurboFeeds" project). Or by providing a quickstart template that integrates the necessary code into your project (example: the "registration" project).
