Well, my idea of using the test_stack infrastructure to test TestController was a dismal failure :-(
I've gone ahead and attached my patch to ticket:1945 so that there is something concrete for folks to review. It simply checks for the existence of config.package to avoid trying to start a non-existent app when the testutil module is loaded in the course of test_testutil unit tests.
