Well, I think that it sounds absolutely reasonable to take the auth* settings 
out of app_cfg, but I don't think this is true for the rest of the options.

So, I'm +1 on moving auth* settings from app_config to the relevant .ini file 
in TG 2.1. This will be a piece of cake because both repoze.who and 
repoze.what can be configured from .ini files.
