It's a pretty simple setup. We use basketweaver to make a set of files that easy_install can read/parse. If you go to http://beta.turbogears.org/2.0/downloads/ you'll see how we do things.
The final step is that we make a symlink from current to whatever the current version in that line is. I'm not sure what the best choice for files.turbogears.org will be for making it work even somewhat similarly. I'll let you either decide or guide me in deciding what to do.
