I think it depends very much on the market and the level of the
offering, there is certainly space to improve, HR and recruiting is
big currently, you could perhaps sketch your business model canvas so
you can get a clear picture if your plan is workable.

We did some work on this exact same project, our conclusion was that
resume sites are a bit crowded but there is still space for better
offerings, but even then we doubted it could be a good plan, we came
up with a better idea to marry this site with some recruiting, this
has been in all rage lately and there is still lot of space to work in
this area.

I could recommend you some lectures such as The Lean Startup by Eric
Ries (or his blog Startup Lessons Learned), Business Model Generation
by Alexander Osterwalder, the Steve Blank blog. Hacker News
(news.ycombinator.com) is basically a startup news hub.
