http://www.turbogears.org/2.2/docs is where you should look. Currently has not been updated yet, I think Michael will update it soon.
turbogears-dev.readthedocs.org has the latest development doc and is not related to any release, you should refer to it only if you cloned turbogears from the development repository or used the latest unstable release. The version written there has no meaning. unstable.tg.gy/docs got replaced by turbogears-dev.readthedocs.org and will be deleted.
