Steve, If you look in /usr/local/bin you might see turbogears-admin.py. If so, use it instead (or create a symlink to tg-admin for your convenience). Today's release probably fixed this problem.
Also, I seem to recall that the output script created by "tg-admin quickstart ..." isn't executable by default and required: chmod +x foo.py. -Jeff Bauer
