Hi Ced, There's a ticket open to create such a beast, but it doesn't exist right now. My recommendation would be to do an svn checkout of TurboGears. via the externals, you'll also pick up CherryPy, MochiKit, SQLObject and Kid which all have docs included in the checkouts.
