I'm facing a Missing 'Version:' header and/or PKG-INFO file", TurboGears [unknown version] error when trying to run 'python setup.py develop' on a fresh svn checkout...
After some trial and error and help from brunson on IRC, I was able to 'solve' the problem by removing the turbogears checked-out code location from easy-install.pth
