Possible, but unlikely. I doubt anyone uses tg.sitetemplate yet, since multiple applications is only partially implemented (and that's what sitetemplate's all about). I've seen people complain about this with respect to the Toolbox as well, and I don't think the Toolbox would have any recursiveness to it. The fact that, in this particular case, switching directories seemed to fix the problem points to some interesting directory snooping behavior. I wouldn't rule out the possibility that TurboGears is doing something crazy, though.
