You are correct Richard. There are a few hosts that I know of who would allow this kind of setup; Dreamhost[1], Textdrive[2] and I think Site5[3] too.
I would go as far as to say that any host that says they support Rails would probably allow you to run TurboGears too. Don't take my word for it though, as I could be wrong. ;) Check with your host's support department first.
