Here's how I'd break it down:

1) general thoughts and experiences - on your blog
2) cross post those to the mailing list as you see fit (if it's on the
Planet, many people will see it)
3) something that can act as a started document for a piece of the
system - on the wiki in the DocumentationPlayground
4) a comment or addition for a specific document - use the "comment on
this page" to put something in trac

There are no firm rules, of course... this is just what seems to fit
the various modes of communication to me...
