This is an ongoing intermittant issue that only applies to windows. 
The only way around it at the moment that I know of is:

 * kill the python process that has hung
 * restart the toolbox with the '-n' flag to prevent the browser from
opening automatically
 * browse directly to the toolbox component you wish to use
