Your HOME appears to be set to '/' instead of your home directory, causing the attempt to create a cache directory to fail. Correct your HOME environment variable, or set a PYTHON_EGG_CACHE environment variable to a subdirectory owned by you, such as "/home/yourlogin/.python-eggs".
