I ran into the same issue. I found that installing older versions of ElementTree and cElementTree before reinstalling TG will make the installation process work correctly. I'm using the following eggs with the latest svn version of TG:
cElementTree-1.0.2_20050302-py2.4-win32.egg elementtree-1.2.6-py2.4.egg Sean
