I think this was actually broken by the template plugin system. What's going on here is that the plugin engine is being loaded (and configured!) when view.py is imported. It may be the case that this only happens if you have baseTemplates defined. I have moved loading of base templates to the server startup as of [616] to try to fix this. Give it a whirl, and let me know if all is well with this update.
