Agreed with you and Karl (I was going to revamp this discussion before
0.9 because my previous attempt has not been that successful).

Also note that in the svn welcome page the TG image is already taken
from the static directory (bu from the global TG one, would be better
to move it to the quickstarted package to show how you can use the
"static" directory).

Regarding the welcome page it would be nice to give it the same
(wonderful) header as the new site and a more concise list of points to
gear up (maybe just 3 points) IMO, and as Karl said more pointers for
documentation and the community.

There is also a ticket to provide a default stylesheet with a
quickstarted project.
