Some preliminary docs can be had at http://trac.turbogears.org/turbogears/wiki/HowDoesErrorHandlingWorkRight now it's targeted mainly at developers/contributors, the final version will have more more meaningful (and tested) examples, more explanation and will even have all sections filled. ;)
