Just to make sure, I got rid of the older setuptools dev version, renamed easy_install.exe in the "scripts" folder, and tried again. Everything installed smoothly (including the troublesome .exe file) using ez_setup.py -U. However, attempting to upgrade any package results in a message similar to the following: **********-.py2.4.egg is already the active version in easy_install.pth, listing the last version I installed rather than the version I'm trying to install. And yes, I'm providing the correct path for easy_install. Reverting to the old version corrects the problem, but this is definitely a problem!!
