http://peak.telecommunity.com/ probably their mailing list, although you may try to check with Cheetah people

Cheetah is an optional package if you don't want it TG should be downloading it. Are you downloading the eggs from http://www.turbogears.org/preview/download/index.html
or your doing SVN?

if you just need to get it working I suggest downloading the package I assume it's http://www.turbogears.org/preview/download/eggs/TurboCheetah-0.9.4-py2.4.egg
