If you are not able to get Postgre or MySQL running from windows,
switching to RoR will probably not solve the issues you are seeing.

Both Postgres and Mysql have GUI based administration tools, are those
working for you?  You may find that database administration has a
learning curve of it's own, which you have to climb -- no matter what
Web Framework you choose.
