I just updated tg.org to ConfigObj 4.3.1. *hopefully* the egg will install properly from there now. If anyone else runs into this, you can easy_install http://files.turbogears.org/eggs/ConfigObj-4.3.1-py2.4.egg directly. I'll see if there's some way to fix Fuzzyman's site...
