In the end I had to change turbogears/config.py and add:
import logging.handlers
in order to be able to use RotatingFileHandler like this:
[[[rotating_out]]]
class='handlers.RotatingFileHandler '
level='DEBUG'
args='("ccleads.log", "a", 10485760, 10, "windows-1250")'
formatter='full_content'
This was in 0.9a5
