I'm currently trying out RailsPlaygrounds.com.  For the price it's very hard to beat, and they do offer TG (and Trac/SVN), and so far the support has been VERY responsive (5 minute turnaround in email).  It seems like it's just one guy but he claims to be profitable, and for the price it looks good.

The only downside I can find so far is that they use the Debian RPMs for most software so they lag a little bit behind on software installs.
