Try renaming dev.cfg to dev-backup.cfg (or just delete it if you have a backup elsewhere). IIRC, TG will always load dev.cfg if it exists.
Not sure about the other problem, I've never had a reason to mess with setup.py (so try renaming it back to the normal name along with deleting dev.cfg).
