Javascript&CSS&server side logic can be neatly packaged as a single unit known as package. It fairly simple operation once you grasp the widgets idea. Take a look at moofx and plotkit from http://www.turbogears.org/cogbin/ for example. P.S.: As for project in general, I would think twice and then again before doing such a massive conversion from C#/.NET to Python/TurboGears.
