Yup, this seems to be a bug. Catwalk barfs a IdentityManagementNotEnabledException() when trying to encrypt the password in freshly started project. I have filed a ticket http://trac.turbogears.org/turbogears/ticket/1038 so it can be fixed. In the mean time you can try to add users by hand or with a DataController.
