I've traced it to create_request in testutil.py
if not hasattr(cherrypy.root, "started"):
startup.startTurboGears()
cherrypy.root.started = True
For some reason, hasattr(cherrypy.root, "started") is False, and
startup.startTurboGears() is called. This duplicates all of the
filters.
